The facts

  1. On 24 October, the CEC adopted a decision establishing and publishing the 4 October general-election results. N1 reported that the results were not yet finally confirmed and that recount and appeal procedures remained open. [1][4]

  2. The established results re-elected Denis Bećirović to the Bosniak seat and Željka Cvijanović to the Serb seat of the three-member Presidency; Darijana Filipović won the Croat seat. [4][5]

  3. In the 42-seat state House, the established allocation includes SDA with nine seats, SNSD six, SDP BiH five and the HDZ BiH-led coalition four. Twenty-two seats make a majority, and ElectioMap reported on 25 October that no coalition had been agreed at that time. [5]

  4. On 28 October, the CEC ordered hand recounts at specified polling stations for the Una-Sana Canton assembly and at one station for the Canton 10 assembly. These orders concern cantonal-assembly ballots, not a nationwide recount of the Presidency or state House results. [2][3]

Relevant context

Bosnia's three-member Presidency allocates one seat each to a Bosniak, Croat and Serb member; the 1995 Dayton framework distributes power across the two entities and state institutions. [5]
