The facts

  1. Technical Standard GT-SEG.2026.11 requires facial recognition with a liveness check and comparison against existing public or private biometric databases for individuals and individual microentrepreneurs. [1][2]

  2. Operators must offer validation in person and through official websites and apps. Alternative identity procedures are required when biometric validation is not possible, alongside personal-data protections under Brazil’s LGPD. [1][2]

  3. The deadline for new prepaid activations is 30 September 2027. New postpaid activations, number transfers, SIM replacements and customer-requested account or contract changes have a 31 December 2027 deadline. [1][2]

  4. From January 2029, unregularised lines may face suspension and then cancellation, subject to notification and other procedural rules. The deadline does not mean automatic immediate cancellation. [1][2]
