The facts
The Commission positively assessed Ukraine's Financing Strategy, submitted on 26 October, and adopted a proposal for a Council implementing decision covering assistance through 31 December 2027. [1]
The proposed budget support would be divided equally between the Ukraine Facility and macro-financial assistance. It carries conditions concerning the rule of law, anti-corruption, economic resilience and sustainability. [1][2]
Member states must decide the allocation through the Council. The Commission says it would then take steps to enable disbursements in early 2027; today's proposal is not a completed transfer. [1][2]
The €45 billion is the remaining portion of an existing €90 billion loan for 2026–27, rather than a new €45 billion programme on top of that total. [1][2]
Still unconfirmed
- The Council's final allocation decision and the timing and amounts of actual payments are not yet established.
