The facts
The bank's 25 October board statement gives 22 October as the effective handover date under Presidency of the House of Representatives decree No. 5 of 2026. [1]
Al-Wasat reported that the House presidency accepted Issa's resignation in principle and named board member Abu Khazam acting governor pending a final House decision. The interim arrangement is to end when the House resolves the governor's legal status. [2]
Libyan state news agency LANA reported on 23 October that the previous day's handover took place with members of the House of Representatives and High Council of State present. It attributed assurances of uninterrupted operations to the bank; those assurances are not an independent audit. [3]
At its 25 October meeting, the board resolved to reconstitute the monetary policy committee, review its internal regulations and create governance, review-and-risk, and appointments committees. [1]
