The facts
Reuters reported that Russia's defence ministry and Ukrainian human-rights commissioner Dmytro Lubinets confirmed the pause began at 01:00 UTC on 27 October. Oleshky lies across the Dnipro from Ukrainian-held Kherson. [1]
AP reported the localized ceasefire was scheduled through Sunday evening, 1 November, and that the humanitarian mission had concluded. Exact Oleshky-only evacuation totals were not released. [18][2]
Dmytro Lubinets reported on 30 October that the Ukrainian delegation had arrived safely and that the local ceasefire had held for 80 hours. This is his dated account, not a guarantee of later compliance. [5][8]
His public message describes 25 buses with 750 seats and ambulances prepared for people with reduced mobility. Those are vehicle capacity and preparations, not an evacuated-person count. [4]
In his 29 October notice, Lubinets said designated routes had been demined, with departures offered until 14:00 local time on 30 October and aid distribution planned after 14:30. These were announced arrangements, not proof of completed delivery. [3][7]
Reuters reported a joint 30 October briefing by Lubinets and Russian commissioner Yana Lantratova. They said assistance would cover residents who stay and people wishing to leave for Ukraine or Russia. Those undertakings are not independent verification of every person's freedom of choice. [6]
David Arakhamia said on 30 October that aid had been delivered and technical assistance was continuing for people wishing to leave. The Kyiv Independent reports this as part of the Oleshky mission; it is not a reconciled distribution or evacuation count. [8][9]
Arakhamia's earlier 30 October statement said evacuation and aid distribution had begun after the delegation reached Oleshky. ABC's wire report also quotes that announcement and reports Russia's commissioner describing residents preparing to board buses for Russia or Ukrainian-controlled territory. [10][11]
Arakhamia's later 30 October public statement says the delegation and evacuees had departed for Anapa. The onward flight to Belarus and bus journey were announced next steps, not verified completed arrivals. [8][12]
In his later 30 October public statement, Lubinets said people wishing to leave for Ukraine had been able to leave Oleshky and were on the road. He said the convoys had separated and he was heading to Ukraine, without giving a final total or confirming completed arrival. [13][8]
The Kyiv Independent's journalists reported evacuees reaching Ukrainian-controlled territory on October 31 after their journey via Russia and Belarus. Zelensky and Lubinets also publicly confirmed their arrival in Ukraine. [14][15][16]
The reported route involved flights from Anapa to Gomel and onward buses to Ukraine. Al Jazeera had its own reporter following the mission; the checked accounts describe hundreds of arrivals without a reconciled final total. [16][17]
Ukraine’s General Staff said 167 civilians were evacuated from daily-attacked settlements on the Ukrainian-controlled right bank of Kherson Oblast to safer local areas during the Oleshky ceasefire. The group included 22 children and 21 people with limited mobility and is separate from the Oleshky evacuee total. [19]
The public schedule for the localized Oleshky ceasefire ran through Sunday evening, 1 November. AP reported no exact count of residents remaining after the operation; no extension or post-deadline compliance was established in the sources reviewed. [17][18]
Melania Trump said the humanitarian mission enabled nearly 800 people to evacuate. This remains her attributed figure; AP reported that the exact number remaining in Oleshky after the operation was not released, and the scope of Trump’s figure was not clarified. [20][18]
AP reported that 180 people were evacuated from other riverside communities and Kherson city during the truce; this is a separate regional figure, not an Oleshky-only total. [2]
Still unconfirmed
- The reconciled number of people who left Oleshky, the scope of the nearly-800 figure attributed to Melania Trump, and the number remaining are unknown.
- Whether the localized ceasefire was extended or observed after its scheduled 1 November expiry is unknown.
Corrections & updates
Substantive update: Added the original 30 October announcement that evacuation and aid distribution began, followed by the aid-delivery statement, plus transport capacity and humanitarian arrangements. Official reports of the operation starting are distinct from completed or independently reconciled totals. The withdrawn 527-person forecast and unverified coercion/de-mining claims are omitted.
Substantive update: Added the later original announcement that the delegation and evacuees had departed toward Anapa, with the proposed Belarus/Ukraine onward route corroborated in current reporting. Departure is a new concrete step beyond aid delivery; it does not establish completed arrival, the number transported or every person's freedom of choice.
Substantive update: Added Lubinets's later original statement that Ukraine-bound residents had left Oleshky and remained in transit after the convoys separated. The current report corroborates this new operational step. No final arrival, reconciled evacuation count or universal freedom of destination is asserted; earlier announced route and visible update history are retained.
Substantive update: Completed arrival in Ukrainian-controlled territory on October 31 is now confirmed by on-site reporting and original Ukrainian official statements, replacing the earlier current-status description of people still in transit. The journey through Anapa and Belarus is retained as the reported route. No exact final total, universal freedom of destination or permanent ceasefire is asserted.
Added Reuters’ separate Kherson evacuation figure and stated ceasefire deadline without conflating the 167-person regional evacuation with Oleshky totals or asserting post-expiry compliance.
Substantive update, 2 November UTC: added the General Staff’s separate 167-person evacuation from Ukrainian-controlled right-bank Kherson settlements during the Oleshky truce, and moved the ceasefire from “nears expiry” to its scheduled end. The 167 are not counted as Oleshky residents; extension and post-deadline compliance remain unknown.
Substantive update and correction, 2 November UTC: added AP’s on-the-ground account of conditions after the truce ended, Melania Trump’s attributed nearly-800 evacuation figure, and AP’s separate 180-person figure from riverside communities and Kherson city. Corrected the headline so the General Staff’s separate 167-person right-bank evacuation is not conflated with Oleshky. Exact Oleshky-only totals and post-expiry compliance remain unknown.

Opened AP’s current report on the scheduled ceasefire end and two Ukrainian outlets quoting the General Staff’s 167-person right-bank evacuation. The linked Facebook primary post was blocked by a login wall, so the 167 count remains attributed to the General Staff through its reports. It is explicitly kept separate from the Oleshky return convoy; no exact remaining population or post-expiry ceasefire status is asserted.
