The facts
The IPC analysis, released 23 September and valid through 31 December, estimated 5.1 million people were in IPC Phase 3 or worse in July–September and projected 5.4 million for October–December. [1]
The IPC projected 1.5 million people in Phase 4 (Emergency) during October–December and nearly 26,000 displaced people in Baidoa in Phase 5 (Catastrophe). [1]
The IPC identified famine risk for Baidoa’s displaced people only under a plausible worst-case scenario of more severe flooding and displacement; it did not declare a famine. [1]
FEWS NET separately assessed a credible risk of Famine in southern Somalia from October 2026 through January 2027 if extreme, widespread flooding causes major agricultural losses and isolates communities from markets and services. [2]
Le Monde reported on 8 October that aid access remained difficult in parts of the southwest; it described negotiated access for some convoys and local aid workers’ role in reaching communities. [3]
Still unconfirmed
- An October follow-up assessment of displaced people in Baidoa was planned by the Federal Government and UN agencies, but its results were not available in the sources reviewed.
- The severity and geographic extent of actual October–December flooding and its effect on projected hunger remain unknown.

The IPC is the primary multi-agency classification and projection; FEWS NET independently issues a separate outlook through January. Both distinguish projected Catastrophe from famine, which remains conditional on a plausible worst-case flood scenario. Le Monde’s October reporting provides on-the-ground context. An October follow-up assessment was planned, but its result was not found in sources reviewed; current flood impacts are unknown.
