The facts
AP reported that strikes hit substations in Al-Dabbah and Abu Hamad and caused power outages in both towns. [1]
AP reported that the Sudanese Doctors Network warned the outages threatened hospitals, dialysis centers, blood-bank supplies and refrigerated medicines. [1]
AP said Sudan's government and the Emergency Lawyers group blamed the Rapid Support Forces; the RSF did not respond to the report. Sudan Tribune also attributed the attacks to the RSF. Independent attribution was not established. [1][2]
AP quoted an Al-Dabbah resident saying a guard at the substation was killed; it said Abu Hamad’s locality security committee reported no casualties there. [1]
Sudan Tribune separately reported that a woman was killed near a fuel station targeted around Al-Multaqa, southeast of Al-Dabbah, attributing the account to local sources. [2]
These reports refer to distinct locations and sources and do not establish a consolidated casualty toll. [1][2]
Anadolu cited local sources and witnesses saying Monday attacks targeted New Halfa and Aroma substations in Kassala state and Al-Ghazali near Merowe in Northern state, causing outages. These are distinct from the 1 November Al-Dabbah and Abu Hamad strikes reported by AP. [3]
Sudan’s Foreign Ministry said it filed complaints with the U.N. Security Council and African Union over alleged drone attacks using Ethiopian territory, according to Al Jazeera and Anadolu. The alleged origin and responsibility have not been independently verified. [4][5]
Still unconfirmed
- A consolidated casualty toll across the separately reported attacks remains unverified; earlier location-level accounts remain attributed.
- The responsible party, any use of Ethiopian territory, full damage, restoration timeline and current condition of affected medical facilities remain unknown.
Corrections & updates
Substantive update, 2 November: clarified the separate location-level casualty accounts reported by AP and Sudan Tribune. AP cites an Al-Dabbah resident reporting a substation guard killed and a local committee reporting no casualties in Abu Hamad; Sudan Tribune separately reports a woman killed near a fuel station in Al-Multaqa. No combined toll is inferred.
Substantive update, 2 November: added locally attributed reports of attacks on three substations in Kassala and Northern states and separate coverage of Sudan’s Foreign Ministry complaint. The complaint’s Ethiopian-territory allegation and responsibility remain unverified; the new locations are not combined with earlier casualty reports.
